MAFD By-Laws

ARTICLE I
MEMBERSHIP
Section 1 - Only parents or guardians of active members are entitled to vote.
Section 2 - One vote is to be allowed to each adult family member present with a maximum of two (2) votes per family. There will be no vote by proxy.
Section 3 - It shall be the privilege of any active member to participate in the program of the Association.

ARTICLE II
MANAGEMENT
Section 1 - The officers shall consist of:

  1. President, as elected by the Association
  2. Vice President, as elected by the Association
  3. Secretary, as appointed by the President
  4. Treasurer, as appointed by the President
  5. Equipment Chair, as appointed by the President
  6. Volunteer Chair, as appointed by the President
  7. Merchandise Chair, as appointed by the President
  8. Communications Chair, as appointed by the President
  9. Other positions as determined to be appropriate by the Board – which will henceforth be known as At-Large Members.

Section 2 - The President and Vice President are to be elected for a term of two years and no person elected as a member of the Board shall be eligible for election to the same position for more than two consecutive terms.

Section 3 – Each Board position is afforded one vote for each resolution being made to the Board of Directors.  A majority of votes must be cast for approval of any resolution before the Board.

Section 4 - Duties of the Officers:

  1. The President is the administrative executive.
    1. They are the liaison between the Association, coaching staff, Board of Directors, GKAISA and the Parks and Recreation administration.
    2. The President arranges parent participation in Association activities.
    3. The President arranges for and presides at meetings of the Association and the Board.
    4. The President, with the approval of the Board, appoints committees to accomplish the aims of the Association.
    5. The President is also responsible for keeping all records and historical documents current and properly stored.
  2. The Vice President acts for the President in his/her absence.
    1. The Vice President shall act as Meet Director for the Association home meets as well as Meet Director for the annual Smoky Mountain Invitational.
    2. In the event the Vice President cannot preside as Meet Director, a replacement may be designated by the Board. 
  3. The Secretary will:
    1. Keep minutes of all meetings.
    2. Notify the Association on the website prior to the date set for an Association meeting. The hour and place of the meeting shall be included in this notice.
    3. In partnership with Parks and Recreation, mail information and all notices required to the Association throughout the year.
    4. Track all GKAISA forms for each swimmer, organize and store properly.
    5. Track all payments and registrations for each swimmer.
    6. Oversee that all swimmers have met the payment (dues) requirements and present the Board of Directors with a roster of qualified swimmers for verification with Recreation and Parks Commission.
    7. Be direct liaison between Coaches and Board in relation to swimmers, registration and GKAISA dues.
    8. Assist the Meet Director with the swim meets.
  4. The Treasurer will:
    1. Organize and oversee the annual budget. 
    2. Pay the Association's bills and keep expenditures within the budget that have been approved by the Board of Directors.
    3. Present financial statements to the Board of Directors and have statements available at any time for review by Association per request.
    4. Coordinate with Parks and Recreation any outstanding invoices.
    5. Assist the Meet Director with the swim meets.
  5. The Equipment Chair will:
    1. Organize and maintain all equipment owned and/or rented by the Association. Examples include lane ropes, starting blocks, ribbons, computer and supplies, etc.
    2. Conduct an annual inventory at the beginning of each season and report to the Board current needs to be placed into the budget.
    3. Assist Volunteer Chair in training meet workers and their determined roles during meets.
    4. Assist the Meet Director with the swim meets.
  6. The Volunteer Chair will:
    1. Be responsible for organizing and training of all swim meet volunteers.
    2. Be direct liaison between the Board and Association members.
    3. Assist the Meet Director with the swim meets.
  7. The Communications Chair will:
    1. Coordinate all publicity efforts for the Board and Association.
    2. Update and maintain Association website.
    3. Assist the Meet Director with the swim meets.

Section 5 – The Board of Directors shall review and approve the Association handbook each year within 30 days after the GKAISA Spring meeting.

Section 6 – At-Large Members can be invited to join the Board.  The Board can designate special projects for At-Large members.

Section 7 - Officers may, with the consent of the Board, delegate functions to other Association members, but remain responsible for delegated functions.

ARTICLE III
COMPETITION SWIMMING
The Board of Directors shall work with the Recreation and Parks Commission in the selection of the official coach or coaches for MAFD at swimming meets in which the Association shall participate.

COACHING RESPONSIBILITIES
 The coaches shall have the responsibilities of:

  1. Developing participants for competitive swimming.
  2. Making and enforcing training rules within reason for each age group as approved by the Board of Directors.
  3. Maintaining discipline at all times.
  4. Making recommendations to the Board of Directors on the meets to attend, both inter-club and extra meets outside inter-club meets.
  5. Recommending to the Board of Directors policies that should be initiated for a more effective program.
  6. Coordinate with the Board of Directors a practice schedule for approval.

DUES AND ASSESSMENTS
Section 1 - The dues and assessments shallbe determined by the Board of Directors and the Recreation and Parks Commission with final decision being set by the Recreation and Parks Commission.

Section 2 - Dues and fees are payable by a pre-designated date each year set forth by the Board of Directors and the Recreation and Parks Commission. Any members whose dues are delinquent lose all rights and privileges until they are paid.

ELECTION OF THE BOARD OF DIRECTORS
Section 1 - The Board of Directors will be elected at the MAFD general meeting at the end of the season. Active voting members attending shall constitute a quorum.

Section 2 - At least one (1) nomination for each elected Board member shall be submitted by the Board of Directors. This should be done at least two (2) weeks prior to the general meeting at the end of the season. Additional nominations from voting members will be accepted from the floor for recommendation.

Section 3 - The Board of Directors, Candidates and Voters must be active voting members in good standing.

Section 4 - To be elected a candidate there must be a simple majority of the votes of the active voting members present. If no candidate receives a majority on the first ballot, a second ballot shall be taken immediately to decide between the two candidates who received the most votes on the first ballot.
